Scrambled eggs
Regarding the interminable egg controversy surrounding the race for the OH 15th district, the state’s Fiscal Note & Local Impact Statement on the 2003 bill (H.B. 152) says:
The bill also makes other changes regarding regulation. The bill states that an owner or operator of a facility shall not be required by any political subdivision of the state, or any officer, employee, agency, board, commission, department, etc. of a political subdivision to obtain a license, permit, or other approval pertaining to manure, insects or rodents, odor, or siting requirements for installation of an animal feeding facility if the facility has any of the following:
*a permit to install
*a permit to operate
*a review compliance certificate
*a NPDES permit
*an operation and management plan that is approved by the Chief of the Division of Soil and Water Conservation in DNR or by *supervisors of the appropriate soil and water conservation district.This provision clarifies that CAFO regulation shall fall under the Department of Agriculture.
Hmm, a clarification. (Emphasis added.)
Republican Steve Stivers, says the 2003 bill, which he co-sponsored, did not remove local control- that happened earlier. His opponent, Democrat Mary Jo Kilroy, says the bill did limit local control. It might be a little more nuanced than all that.

Kilroy is grandstanding! Who cares!
If I recall correctly, Steve Stivers was raised in a rural area. Yep, I checked and he graduated from high school in Ripley, Ohio (along the Ohio River near Maysville Kentucky).
In contrast, Kilroy wouldn’t know what to do on a farm if her life depended on it. Who in the H— does she think she is to determine this matter. She should stick to her hippy dippy Nader loving Green Party enviro friends like Harvey Wasserman or those who run the dazed and confused ComFest pot smoke off like Jan Flemming.
Because of her hippy dippy-ness, Kilroy does not appeal to many rural voters or inner city blacks. Kilroy is about the most ignorant looking person I’ve seen. She is a poor public speaker that is frumpy and bumbling (especially regarding her lack of professional attire).
How the Dems ever came to have any respect for this woman is beyond me! I cringe when I think about her possibly being my congressional representative.
I do have the suspicion- a bit cynical, I admit- that the Franklin County Commissioners, all Dems, passed the (meaningless) resolution against the egg farm just to give Kilroy an issue in her race for congress. The damned thing isn’t even going to be in Franklin County.

All I can say is continue. Some professional bloggers post couple of times a day on their blogs, simply because this persistent addition of new content helps them to get regular readers.
